It was issued on 18 July following World War II and Nazi racism to clarify what was scientifically known about race, and as a moral condemnation of racism. The statements were signed by some of the leading researchers of the time, in the field of sociology , psychology , biology , cultural anthropology and ethnology. The constitution itself stated that "The great and terrible war that has now ended was a war made possible by the denial of the democratic principles of the dignity , equality and mutual respect of men, and by the propagation, in their place, through ignorance and prejudice , of the doctrine of the inequality of men and races. A UN Social and Economic Council resolution called upon UNESCO to consider the timeliness "of proposing and recommending the general adoption of a programme of dissemination of scientific facts designed to bring about the disappearance of that which is commonly called race prejudice. UNESCO took up again, after a lapse of fifteen years, a project which the International Institute for Intellectual Co-operation has wished to carry through but which it had to abandon in deference to the appeasement policy of the pre-war period. The race question had become one of the pivots of Nazi ideology and policy.

As part of its antiracist agenda under the impact of the World War II, UNESCO tried to negate the scientific value of the race concept based on meetings and statements engaging natural and social scientists. It is our interpretation that, contrary to what UNESCO had expected, the Nazi Genocide had not led scientists to a meeting of the minds about a scientific corpus that radically questioned the concept of race. A range of positions could be heard in the discussions by the panel of experts who produced the First Statement on Race Our argument is that UNESCO was influenced by a perspective centered on the assumption that amassing scientific data would be the best way to sustain a political agenda that sought to negate the concept of race as well as to fight racism. Organized by UNESCO's Department of Social Sciences, then headed by Brazilian anthropologist Arthur Ramos , the agenda called for convening an international meeting of scientists to debate the scientific status of the concept of race.

I would like to briefly review his ideas with the aim of proposing an alternative reading of them, particularly as they may be applied to contemporary debates in psychiatric anthropology. For a discipline devoted to studying the influence of cultural and intersubjective contexts in the healing process, this construction is a useful one. Note, at length, his discussion of a curing ritual performed among the Cuna Indians of Panama in the event of a difficult childbirth:. The cure [consists] in making explicit a situation originally existing on an emotional level and in rendering acceptable to the mind pains which the body refuses to tolerate. That the mythology of the shaman does not correspond to an objective reality does not matter… [The patient] accepts these mythical beings or, more accurately, she has never questioned their existence. What she does not accept are the incoherent and arbitrary pains which are an alien element in her system but which the shaman, calling upon myth, will reintegrate within a whole where everything is meaningful… In both cases [shamanism and psychoanalysis] the purpose is to bring to a conscious level conflicts and resistances which have remained unconscious, owing either to their repression by other psychological forces or—in the case of childbirth—to their own specific nature… In both cases also, the conflicts and resistances are resolved, not because of the knowledge, real or alleged, which the sick woman progressively acquires of them, but because this knowledge makes possible a specific experience, in the course of which conflicts materialize in an order and on a level permitting their free development and leading to their resolution. This vital experience is called abreaction in psychoanalysis.
